The objective of this study is to develop a protocol for scaling out a social activity program that combines face-to-face and ICT-based interaction for frailty prevention among community-dwelling older adults. Furthermore, the study aims to verify the effectiveness and generalizability of the program implemented via this protocol through a non-randomized controlled trial.

[Intervention Group]
A 12-month social activity program consisting of the following two components:
Group Program: In-person sessions held once a month (15-20 minutes per session) for a total of 12 sessions.
Health Management App: Participants use "Kikoeru v2," a smartphone application developed for older adults. The app facilitates daily interaction through step-count sharing within the group and the exchange of voice messages and photos.
[Control Group]
Participants continue their usual activities without any specific intervention from this study.

1. Men and women aged 65 years or older residing in community.
2. Those capable of visiting public facilities independently.
3. Those belonging to an existing or new health-related group supported by a local government.
4. Those who understand the study's purpose and provide informed consent.
