Primary outcomes
We will evaluate the contents of the study participants speaking and worksheet concerning the process patterns of Transitions Theory, 1) Engaging, 2) Seeking and receiving support, 3) Locating and being situated, 4) Acquiring confidence.
Key secondary outcomes
We will evaluate 1) the score of a professional identity scale for public health nurses (PISP), 2) the score of a professional development scale (PDS) for public health nurses. The evaluation will be conducted before and after the program.

The research participants will receive a total of two online sessions to be conducted with the researcher. The research participants record worksheets about a dilemma and professionalism of the municipal welfare department in accordance with the theme concerning factors promoting transition. The researcher will interview the research participants for reflection about contents of the worksheets.

1) Public Health Nurses of belonging to the municipal welfare department, 2) personnel changed from the health department, 3) belonging to the welfare department or have experienced, 4) agree with this research program
